Shenron (Shenlong), the "Spiritual Dragon" of Chinese mythology, is a fictional character created by Akira Toriyama in the Dragon Ball manga in 1984.

Who is Shenron, the Dragon of Dragon Ball
It is the Sacred Dragon, made by Kami-sama.
Shenron is the first dragon to appear in history. He comes to Earth when the seven Dragon Balls are reunited and the person holding them invokes him with a magic formula. Shenron can then grant a wish, within the limits of Kami-sama's (god's) power, and then withdraws. The seven Dragon Balls are then scattered all over the world and become simple stones again for one year, at the end of which they become reusable.
Pilaf is the first character in the manga to summon Shenron, but Oolong manages to pronounce a wish (he asks for a panty) before Pilaf has had time to seek world domination. Later, Son Goku reunites the seven Dragon Balls and asks Shenron to resurrect Upa's father who was killed by Tao Pai.
When Piccolo Daimaô reappears after centuries of imprisonment, he invokes Shenron to recover his youth of yesteryear, then, his wish having been granted, he kills him. But later, Son Goku goes to Kami-sama's palace and the latter, with the help of Mr. Popo, revives the Dragon.
